Don’t clam up. Shout for the Bay. Everyone and his neighbors and cousins is invited to attend a rally to urge stronger government action to clean up the Chesapeake. The event, called "Our Bay. Our Water. Our Moment," is planned for 6 p.m. on Tuesday, Sept. 28, at the National Aquarium on Baltimore’s Inner Harbor.
